Yes, the valve, and therefore the inner tube, is not held in the correct position by the hole in the rim. It is important that the inner tube does not slip on the rim, otherwise the valve will tear off even with the correct hole size. If the tyre moves and pulls the inner tube along with it, a little talcum powder in the tyre will help. The tyre will still move, but will no longer pull the inner tube with it.

Nevertheless, the combination of a French valve in a large hole in the rim is not ideal. Dirt can get in through the gap between the valve and the rim. Sand between the inner tube and tyre acts like sandpaper, which no inner tube can withstand. The remedy is an adapter that is screwed onto the valve in place of the lock nut (about 60 cent each).
